A confidential client’s key set, as this server reads it: the keys it can check an assertion against.

RFC 7517 §5 has a reader ignore a key it cannot use, and this does. A key is kept only when it is an EC P-256 public key with a kid, and it names no other algorithm and no other use. A key that carries its private half is dropped too: anyone who read the document could sign with it.
