The compiled-in ceiling, and the widest one this binary has: every implementation of ScopePolicy is a subset of it.

It is written with wildcards rather than computed, so what it admits is legible: every collection, every method, and the base scope. transition:*, account and identity are outside it — the compiled-in denial plan/scope-policy.md’s hard-blocked list asks for.
