One policy record as the tree registers it.

Fields

policies: Vec<(String, ParsedPolicy)>

One declaration per statement per action the statement can decide, each with its own evaluator. The id is {key}/{statement}/{action}, so key_of and statement_of recover the record and statement from what the tree reports.

spares_held_tokens: bool

Whether the record denies a client before the write and not at it: some statement is declared for sign-in or token issue, and none declared for record.write judges the write’s client. A write statement judging any client counts, whichever clients it names.
