Which DID’s records this server reads as policy, once policy-store exists to read anything.

This is the one field this whole file may say about policy: which repository to read, never what that repository is allowed to grant. See the crate root’s doc.

Reload: hot, by design — policy-store’s own poll is how a revision takes effect, and this section only says where the poll points.

The operator’s DID, whose repository holds ceilings, admitted apps and collection permissions this server enforces but never stores here.
