Every value given for key in a raw query string, in the order they appear.
com.atproto.sync.getBlocks takes an array parameter, and an array in an
XRPC query is a repeated key — ?cids=a&cids=b. serde_urlencoded, which
is what axum::extract::Query is built on, cannot deserialize a sequence
from one, so the raw string is read here instead of growing a dependency
for one parameter.
