Refuses a create of name, by any creator but the operator, when the operator’s repository holds bot.did.operator/<name>: the name is the operator’s to create, and taking it first would leave the operator’s own create refused as AccountAlreadyExists.

The record is read live. When a read fails, the poll’s last listing decides, and it goes on deciding without a read for TOP_EDGE_TTL, so an unreadable repository costs one timeout a minute and stops no create the listing does not name.
