Why a com.atproto.sync.* route serves no repository for did.

Read through didbot_pds::HostedAccount::sync_status, so a route names only a status subscribeRepos already announced. deleted has no error name in these lexicons, and a reserved or provisioning account has no announced status, so both are RepoNotFound. A suspended or deactivated repository is a 403: it is here, and withheld.
