POST /xrpc/bot.did.createBrowserSignIn

Mints a ticket that signs a browser in as the account, and answers with the link that spends it, on the issuer’s host, and when it stops being live. See crate::oauth::browser.

Credential::AccountSelf, used as identity: the ticket is the account’s the presented agent token authenticates as, and it replaces any ticket that account already had. Refused while the e-stop is engaged, with nothing stored. The ticket is never logged.
