Builds the router with com.atproto.sync.subscribeRepos attached too.

The full builder. repos must be the same Repos handed to Provisioner::with_repo_sink, or the method answers with a stream nothing publishes into — and, unlike the other two streams, one whose sequence numbers do not survive a restart either. app_with_auth builds one with an in-memory sequence, which is the right thing for a test and the wrong thing for a deployment; see Durable::sequence.
