How many handles no account here holds one caller address may ask
com.atproto.identity.resolveHandle to look up per
HANDLE_LOOKUP_WINDOW; see AuthState::handle_lookup_limiter.
Reasonable range: 10 to 600. Each one costs a DNS-over-HTTPS query and can cost an HTTPS fetch from a host the caller named, and none is authenticated. A browser client resolves one handle per sign-in. A handle hosted here costs no lookup and spends nothing.
