How many DIDs hosted elsewhere one caller address may ask
com.atproto.identity.resolveDid to fetch per DID_LOOKUP_WINDOW; see
AuthState::did_lookup_limiter.
Reasonable range: 10 to 600. Each one costs an HTTPS fetch from a host the caller named or from the PLC directory, and none is authenticated. A client resolves a few DIDs as it opens a view. A DID hosted here costs no lookup and spends nothing.
