The default window a caller’s request count is measured over.
Not a deployment’s to set yet: plan/config.md holds [limits] as
schema for this and oauth/rate_limit.rs’s own budgets, deferred until
the two converge on one shape rather than adding a key each now that a
later pass would have to reconcile.
