The router’s fallback: a path nothing serves, or an XRPC call this server does not serve.

An XRPC call carrying PROXY_HEADER is forwarded. An app.bsky.* call without it goes to ProxySettings::app_view when one is set. Any other call is MethodNotImplemented. The XRPC half answers cross-origin like the methods this server serves, because a browser app calls another service’s methods through the account’s PDS.
