Sized the way crate::stale_sweep::DEFAULT_SWEEP_LIMIT is, against the
round trips behind it rather than anything in this process: a hundred
getRecords at the operator’s PDS finish well inside
POLL_TICK_TIMEOUT against a healthy one. A deployment with more roots
than this reads the rest on the ticks that follow, each resuming where
the last stopped.
