The longest state a push may carry, in bytes.
state is the client’s own random token, which it checks when the
redirect comes back. jacquard-oauth and @atproto/oauth-client both send
16 random bytes as 22 characters. A bound over forty times that reaches
no real client, and caps what this server keeps for a stranger’s push.
