How many decisions one account may have awaiting an answer.
A client that pushes a request and never comes back leaves one of these behind for two minutes. Eight is more than any honest sign-in flow needs at once and few enough that a spree against one account cannot crowd out every other account’s decisions.
Past it, the account’s oldest undecided record is displaced rather than
the new push dropped — see DecisionStore::put.
