fn same_loopback_redirect(registered: &str, requested: &str) -> bool

Whether requested is the loopback redirect registered, on any port.

Both are parsed, so http://127.0.0.1 and http://127.0.0.1/ are the same redirect, as they are to the client that listens on it.
