How long a fetched document is trusted before it is fetched again.
Short on purpose: plan/app-allowlist.md treats a redirect-URI change as
a new app, and the whole point of keying on content is that this server
notices a change quickly rather than trusting a stale document for a
deployment’s whole uptime.
