Installs the tracing subscriber.
Honours RUST_LOG, falling back to DEFAULT_LOG_FILTER. Timestamps are
process uptime rather than wall clock: what a developer watching a
provisioning run wants to see is the gap between two events, and a relative
stamp is both shorter and easier to compare at a glance.
Safe to call more than once; the second call is a no-op rather than a panic, because a test binary that installs a subscriber twice should not fail for that reason.
