Builds the dashboard’s routes, to be merged into the main router.
Not merged into atproto_routes() or listed in ROUTE_CREDENTIALS:
these are not com.atproto.*/bot.did.* NSIDs. Every one of them is
public — see the module doc for why the operations routes that were not
are gone rather than re-gated.
