POST /dashboard/api/relay/announce

Asks every configured relay to crawl this server. An operator command like the stop, reached the same way, because it is the same question: who may tell this server to do something. plan/federation.md keeps it deliberate rather than automatic — naming a relay does not announce anything by itself.

The answer lists each relay with one of the three outcomes docs/conformance.md names, because an operator who asked needs to know which happened at each relay and not just that the call returned.
