GET /dashboard

The static shell only — no server-rendered numbers here at all. Every panel’s data comes from the /dashboard/api/* routes below, fetched by dashboard.js, and both of them answer anyone: a homepage has to answer before anyone signs in, and there is nobody to sign in as yet. The operations panels are rendered client-side as not-implemented; see the module doc.
