GET /xrpc/com.atproto.sync.listBlobs

Every blob CID one account holds, in CID order, paged on the last CID of the previous page. since narrows that to the blobs referenced by records that changed after the named revision — see Registry::list_blobs for how, and for what happens when this deployment cannot place the revision.

It takes no credential, and a since walks every record changed after it, so it spends the caller’s sync budget and runs on the blocking pool like the other com.atproto.sync reads.
