Reads back a key encode_key produced, if the string is one.
Used only on replay, to move a fresh minter past the keys a previous run
of this process already handed out. Anything that is not thirteen
characters of the sortable alphabet is not a key this server minted, and
answers None rather than a number derived from part of it.
