How many bytes a base64 string of this many characters decodes to.

Computed rather than decoded. The length bound is the only thing anything here does with a bytes field — nothing in this server interprets the payload — and arithmetic over the character count answers it without pulling in a base64 decoder or deciding which padding dialect a client used.
