How long one record’s fetch may take, absent configuration.
Reasonable range: 250 to 5000 milliseconds. This is the deadline in
plan/policy.md’s sense: what a write waits for somebody else’s server
before it is told nothing. Shorter than
[didbot_http::DEFAULT_TIMEOUT], which is sized for a poll tick that
nothing is waiting behind; a write is.
